There are created by simulting wind speeds from reports at various weather stations, thereby giving a reasonable representation of the wind speed at many different locations.
Do remember that this is NOT a forecast and that there may be many miles between weather stations which may lead to the chart being unrepresentative of the winds in your area of interest. However, it should give a quick first guide as to current windspeeds.
